O latim explica tanta coisa...

O vocábulo "maestro" vem do latim "magister" e este, por sua vez, do adjetivo "magis", que significa "mais", ou "mais que".

Na antiga Roma "magister" era o que estava acima dos restantes, pelos seus conhecimentos e habilitações.

Por exemplo, "Magister equitum" era um Chefe de cavalaria enquanto "Magister Militum" era um Chefe Militar.

Já o vocábulo "ministro" vem do latim "minister" e este, por sua vez, do adjectivo "minus" que significa "menos", ou "menos que".

Na antiga Roma "minister" era o servente ou o subordinado, que apenas tinha habilidades, ou era jeitoso.

Como se vê, pela Etimologia, qualquer imbecil pode ser ministro... mas não maestro!

      PARAGUAY DÁ LIÇÃO DE DEMOCRACIA AO BRASIL      
PARAGUAY UN PAÍS SOBERANO

De nada sirve tanta presión por parte de UNASUR, con destaque para el papel equivocado de la Presidenta Brasileña DILMA ROUSSELF, que intentó en vano intimidar al Parlamento del Paraguay. 

Es inútil ella querer opinar sobre un entendimiento tan particular que sólo nos atañe a los paraguayos. 

Estas izquierdas latino-americanas no tienen permiso para transgredir nuestras leyes, nuestra constitución soberana, entonces... gritan a los cuatro vientos “¡golpe!” "¡golpe!".

Es obvio que en Paraguay, se impuso la ley. 

También sabemos que es tan evidente el vínculo de Fernando Lugo con los carperos, que descontrolados se fueron convirtiendo en una fuerza terrorista. 

Que el juicio político haya sido relámpago, no hace ninguna diferencia en este merito para que prolongar el impase que sólo daría tiempo para la articulación de más "tentaciones", éstas sí resultarían, antidemocráticas que buscarían mantener al Reverendo Lugo en el poder en la base del grito y la fuerza.

Lo mejor que este Padre Católico logró hacer, a parte de "muchos hijos", fue salir del cargo sin ninguna resistencia. 

Nuestro sistema democrático puede y debe sobrevivir sin éL. 

Y que el nuevo Presidente que está asumiendo el poder tenga suficiente coraje y mostrar con hechos que puede consolidar una transición sin mayores traumas hasta las próximas elecciones presidenciales.
El resultado de la votación dentro de la Cámara de Diputados y en el Senado fue bastante expresivo y concluyente. 

Nuestros Parlamentarios no se dejaron intimidar por la absurda presión de gobiernos de este sub-continente plagados ideológicamente y alineados con Fernando Lugo. 

Ellos deberían recordar que VENEZUELA, ECUADOR, CUBA, BOLIVIA, y NICARAGUA son los países sin democracia y espero que el Itamaraty tenga hecho la debida advertencia a la Presidenta Dilma que, la Venezuela de Hugo Chávez no hace parte del Mercosur, justamente porque nuestro valiente Senado se niega aceptar al charlatán de Caracas.

No queda otra, a los gobiernos latino-americanos, al de Brasil, en especial, en razón de su natural lideranza regional que, apoyar el nuevo gobierno del Paraguay, que, sí realmente se constituyó dentro de la ley. 

Con todo esto la diplomacia Brasileña está recibiendo más una lección después de una absurda amenaza al Paraguay. 

Yo le diría a la señora Dilma que es preciso pensar un poco antes de salir disparando a cualquier dirección. 

Un gobierno que no sabe distinguir "legalista de golpista" llama de golpe a lo que es legal y acaba siendo obligado a declarar legal lo que cree ser golpe. Y... ¿entonces Señora Dilma..., puede usted ratificarse? 

Les guste o no: PARAGUAY seguirá siendo "MI PAÍS"..."UN PAÍS SOBERANO".

ainda cumprindo missão no plano terrestre

Lamento informar a transferência, por necessidade do serviço celestial, para os verdes campos campos do Senhor, nesta data (27/06/2012), do heróico e bravo guerreiro alado Geraldo Gomes, o nosso irmão Geraldo Bolinha.  

Farmacêutico, nascido em 27/07/1926, brevetou-se no TIBAet 1961 (Pqdt Nrº 8233).  

Será enterrado amanhã, dia 28/06, às 09:30, no Cemitério Jardim Sulacap, próximo à Base Aérea dos Afonsos.  

Outros guerreiros alados acolheram-no na ZL do infinito, onde aterrou suavemente entre seus irmãos, que o festejaram carinhosamente e conduziram para a Z Reu do Arcanjo São Miguel. 

Foram assinalados na equipe de terra, comandada pelo Padre Pqdt Darós, seus velhos e queridos amigos Sarmento, Veneu, Beroca, Pamplona e uma multidão de anjos, arcanjos e querubins.

   PT pede que Dilma não reconheça novo governo paraguaio

O Diretório Nacional do PT defendeu nesta segunda-feira, em reunião em Brasília, que o governo da presidente Dilma Rousseff não reconheça o recém-empossado Federico Franco como legítimo presidente do Paraguai.

Apesar da destituição do presidente da República estar prevista na Constituição paraguaia quando houver, por exemplo, "mau desempenho de suas funções", os petistas classificam como "golpe" a derrubada de Fernando Lugo do poder. 

"O golpismo não será revertido apenas com palavras. É preciso uma reação latino-americana e internacional firme e dura. Além de condenar o golpe, é fundamental que nenhum governo democrático reconheça o mandatário ilegítimo que foi empossado", disse o PT, em nota aprovada pelo diretório do partido. 

PT e Foro de São Paulo são a mesma coisa. Seria de estranhar se não pedissem. O estranhável é que os outros partidos do cenário político brasileiro tenham mantido um silêncio covarde sobre a questão do Paraguai, e não abram seu bico para a defesa de um governo absolutamente constitucional, como o de Federico Franco.
    
    Judiciário paraguaio rejeita ação pedida por Lugo na sexta-feira    

A Suprema Corte de Justiça do Paraguai rejeitou a ação de inconstitucionalidade apresentada pelos advogados do ex-presidente Fernando Lugo.


A ação de Lugo questionava a parcialidade dos senadores que votaram por seu impeachment na sexta-feira por terem anunciado antecipadamente o resultado do procedimento. Acusaram, também, os senadores por violação do direito de defesa, pelo tempo de preparação da defesa (24 horas).

Os ministros do Supremo paraguaio que analisaram o caso afirmam que a Resolução 878 estabelece o procedimento da tramitação do impeachment seguiu o rito previsto e que, como o processo já foi votado, a ação perdeu validade jurídica.

Lugo foi destituído por "mau desempenho das funções", por 39 votos a 4 no Senado. A Corte considerou que o advogado Emilio Camacho se equivocou ao comparar o juízo político a um processo judicial: "Pretender equiparar juízo político a um processo judicial é desconhecer a natureza do julgamento político, além de constituir uma perversão inadmissível do princípio de responsabilidade política, essencial e inerente à própria democracia"

                 Putin's Visit and Israeli-Russian Relations

Russian President Vladimir Putin arrived in Israel on June 25 for his first state visit since retaking the presidency. The visit was arranged in mid-May, and so at least part of the agenda was set, given events in Syria and Egypt. The interesting thing about Israel and Russia is that while they seem to be operating in the same areas of interest and their agendas seem disconnected, their interests are not always opposed. It is easy to identify places they both care about but more difficult to identify ways in which they connect. It is therefore difficult to identify the significance of the visit beyond that it happened.

An example is Azerbaijan. Russia is still a major weapons provider for Azerbaijan, but the Israelis are now selling it large amounts of weapons and appear to be using it as a base from which to observe and, according to rumors, possibly attack Iran. Russia, which supports Armenia, a country Azerbaijan fought a war with in the late 1980s and early 1990s and technically still is at war with, ought to oppose Israel's action, particularly since it threatens Iran, which Russia does not want attacked. At the same time, Russia doesn't feel threatened by Israeli involvement in Azerbaijan, and Israel doesn't really care about Armenia. Both are there, both are involved and both think Azerbaijan is important, yet each operates in ways that ought to conflict but don't.

The same is true in the more immediate case of Syria, where its downing of a Turkish plane has created an unexpected dynamic for this visit. To think about this we need to consider Russian and Israeli strategy and its odd lack of intersection in Syria.

Russia's Need for a U.S. Distraction

Russia has complex relationships in the region, particularly focused on Syria and Iran. Russia's interest in both countries is understandable. Putin, who has said he regarded the breakup of the Soviet Union as a geopolitical catastrophe, views the United States as Russia's prime adversary. His view is that the United States not only used the breakup to extend NATO into the former Soviet Union in the Baltics but also has tried to surround and contain Russia by supporting pro-democracy movements in the region and by using these movements to create pro-American governments. Putin sees himself as being in a duel with the United States throughout the former Soviet Union.

The Russians believe they are winning this struggle. Putin is not so much interested in dominating these countries as he is in being certain that the United States doesn't dominate them. That gives Russia room to maneuver and allows it to establish economic and political relations that secure Russian interests. In addition, Russia has tremendously benefited from the U.S. wars in the Islamic world. It is not so much that these wars alienated Muslims, although that was beneficial. Rather, what helped the Russians most was that these wars absorbed American strategic bandwidth. 

Obviously, U.S. military and intelligence capabilities that might have been tasked to support movements and regimes in Russia's "near abroad" were absorbed by conflict in the Islamic world. But perhaps even more important, the strategic and intellectual bandwidth of U.S. policymakers was diverted. Russia became a secondary strategic interest after 9/11. While some movements already in place were supported by the United States, this was mostly inertia, and as the Russians parried and movements in various countries splintered, the United States did not have resources to respond. 

The Russians also helped keep the United States tied up in Afghanistan by facilitating bases in Central Asia and providing a corridor for resupply. Russia was able to create a new reality in the region in which it was the dominant power, without challenge.

The Russians therefore valued the conflict in the Middle East because it allowed Russia to be a secondary issue for the only global power. With the war in Iraq over and the war in Afghanistan ending, the possibility is growing that the United States would have the resources and bandwidth to resume the duel on the Russian periphery. This is not in the Russian interest. Therefore, the Russians have an interest in encouraging any process that continues to draw the United States into the Islamic world. Chief among these is supporting Iran and Syria. To be more precise, Russia does not so much support these countries as it opposes measures that might either weaken Iran or undermine the Syrian government. From the Russian point of view, the simple existence of these regimes provides a magnet that diverts U.S. power.

Israel's Position on Syria

This brings us back to Putin's visit to Israel. From the Russian point of view, Syria is not a side issue but a significant part of its strategy. Israel has more complex feelings. The regime of Syrian President Bashar al Assad, while the Soviets were allied with it, represented a significant danger to Israel. With the fall of the Soviet Union, Syria lost its patron and diminished as a threat. Since then, the Syrians under al Assad had two virtues from the Israeli point of view. The first was that they were predictable. Their interests in Lebanon were built around financial and political goals that could be accommodated by the Israelis in exchange for limitations on the sorts of military activity that Israel could not tolerate. Furthermore, Syria's interests did not include conflict with Israel, and therefore Syria held Hezbollah in check until it was forced out of Lebanon by the United States in 2005. 

The second advantage of the al Assad regime in relation to Israel was that it was not Sunni but Alawite, a Shiite sect. During the 2000s, Israel and the West believed the main threat emanated from the Sunni world. Al Qaeda, the Muslim Brotherhood and Hamas were all Sunni. Over the past decade, a corrupt minority Alawite regime has appeared preferable to Israel than a coherent majority radical Islamist regime in the north. It wasn't certain how radical it would be, but at the same time there appeared to be more risk on the Sunni side than on the Shiite side.

Israel's position on the al Assad regime has shifted in the past year from hoping it would survive to accepting that it couldn't and preparing for the next regime. Underlying this calculus was a reconsideration of which regime would be more dangerous. With the withdrawal of the United States from Iraq and with Iran filling the vacuum that was left, Iran became a greater threat to Israel than Hamas and the Sunnis. Therefore, Israel now desires a Sunni regime in Syria that would block Iranian ambitions.

In this sense, Israeli and Russian interests continue to diverge. At the same time, the Israelis are aware that they have very little influence over what happens in Syria. They are bystanders hoping that things work out for them. Whether they favor this or that faction in Syria matters little. Indeed, open Israeli support for any faction can hurt that side. Therefore, Syria is a demonstration of the limits of Israeli power. What happens in Syria matters a great deal, but Israel lacks the power and influence to have an impact. 

Coinciding Interests

The Russians do have some power and influence. The weapons they supply to the Syrian government can help the regime survive. Their ability to block or circumvent sanctions helps both Iran and Syria. Russia cannot impose a solution, but it may be able to create the circumstances under which the United States is drawn in and diverted. At the same time, it must be remembered that Russia has its own problem with Islamic in the northern Caucasus. These groups are mostly Sunni, but there are a wide variety of Sunnis. While the Russians want to prevent a radical Sunni group in Syria, they could on this level live with a more moderate Sunni group if they cannot keep al Assad or his regime in power.

Putin's visit is intended to make the United States nervous and to try to lay the groundwork for shifts in Israel's relation to Russia that could pay off in the long run. The Israelis, however, do have things they need from Putin. They cannot control regime change in Syria, but to some extent Russia can. And here Israeli and Russian interests coincide. Israel would tolerate the survival of the al Assad regime as long as Syria does not become an Iranian satellite. 

Russia could counterbalance Iran if al Assad's regime survived. If, on the other hand, his regime fell, Israel and Russia both have an interest in a moderate Sunni regime. This is where Russia must make a decision -- assuming it has the power to affect the outcome. In the long run, a moderate Sunni regime is in its interest. In the short run, it wants a regime that creates the greatest unease for the United States -- that is, either the al Assad regime as an Iranian asset or a radical Islamist regime.

There is a point where all this comes together. Turkey has decided, in response to the downing of its aircraft, to call a meeting of NATO. Turkey is not prepared to unilaterally intervene in Syria, but having lost an aircraft it could ask for a NATO intervention of some sort. Turkey has been hostile to al Assad from early on, and this gives it the opportunity to invoke the alliance under its common defense policy.

How NATO will respond is unknown, save that the rhetoric will be intense and the desire for combat restrained. Neither Russia nor Israel would be upset by a NATO intervention. From the Russian point of view, a NATO intervention involving large amounts of U.S. forces would be the best it could hope for, especially if NATO gets bogged down, as tends to happen in such interventions. From the Israeli point of view, having NATO take responsibility for Syria would be the best possible outcome by far.

Of course, this was not on the table when the Israeli-Russian meeting was set up. At that time, the meeting was meant to explore the differences on subjects such as Syria. But with recent events, the benefits of possible NATO involvement, however unlikely, are something that Russia and Israel agree on. Of course, neither is a member of NATO, and getting any NATO country to commit troops to Syria is unlikely. But what was likely to be a pointless discussion now has some point.

Israel would like Russia as a mild counterweight to the United States but without disrupting relations with the United States. Russia would like to have additional options in the Middle East beyond Iran and Syria but without alienating those states. Neither is likely. When we dig into the strange relationship between two countries deeply involved in each other's areas of interest yet never quite intersecting, an answer begins to emerge.

There is little conflict between Russia's and Israel's interests because neither country is nearly as powerful as it would like to be in the region. Russia has some options but nothing like it had during the Cold War. Israel has little influence in the outcome in Syria or in Egypt.

Still, it is in the interest of both countries to make themselves appear to be weightier than they are. A state visit should help serve that purpose.

Justiça Eleitoral condena Lula, Haddad, SBT e Ratinho por propaganda antecipada

A juíza Carla Themis Lagrotta Germano, auxiliar da 1ª Vara Eleitoral de São Paulo, condenou nesta segunda-feira (25) o pré-candidato do PT à Prefeitura de São Paulo, Fernando Haddad, o ex-presidente Luiz Inácio Lula da Silva, o canal de TV SBT e o apresentador Carlos Massa, conhecido como Ratinho, por propaganda eleitoral antecipada.


Todos foram condenados a uma multa de R$ 5.000 (!!!) cada um, por conta da entrevista com Lula e Haddad no Programa do Ratinho, exibida no SBT no dia 31 de maio.

Lewandowski libera relatório e julgamento do Mensalão do PT começa em 2 de agosto.
    
O ministro Ricardo Lewandowski, do Supremo Tribunal Federal, finalmente liberou o seu relatório na ação penal 470, o processo do Mensalão do PT.
    
Revisor do processo, o ministro vinha sofrendo pressões para entregar suas considerações e assim o Supremo conseguir manter o cronograma do julgamento, previsto para ter início em 1º de agosto.  
    
Segundo Lewandowski, para manter o cronograma basta ao presidente da Corte, ministro Carlos Ayres Britto, editar uma edição extra do Diário da Justiça.  Em ofício, o revisor do processo diz que a liberação permite o "cumprimento do cronograma de julgamento estabelecido" pelo plenário da Corte.  
    
A demora do ministro Ricardo Lewandowski, do Supremo Tribunal Federal, em entregar o relatório sobre o processo do Mensalão do PT, levou multidões de internautas brasileiros a promoverem uma campanha via Twitter na manhã desta terça-feira.  
    
A hashtag  #EntregaLewandowski  chegou a ficar no Trending Topic da rede social.  Relator no processo, Lewandowski deveria ter entregue o relatório na segunda-feira.  Lewandowski afirmou, ainda na segunda, que deveria entregar suas considerações até o final do mês.  Mas a pressão popular funcionou.

O presidente do Supremo Tribunal Federal, Carlos Ayres Britto, confirmou nesta terça-feira que a comunicação da entrega do relatório do processo do Mensalão do PT vai ser publicada na edição desta quarta-feira do Diário Oficial de Justiça. 


Com isso, o julgamento começará no dia 2 de agosto, e não no dia 1º. Ayres Britto poderia fazer a publicação ainda nesta terça-feira, em uma edição extra do Diário Oficial. No entanto, optou por publicar na edição desta quarta-feira. 

"Consultados, vários ministros, a partir do relator, avaliaram que a edição extra do Diário de Justiça Eletrônico não seria conveniente para não ensejar alegações de casuísmo e, por consequência, de nulidade processual em matéria penal", disse Ayres Britto, sinalizando uma intenção de não dar caráter extraordinário para o julgamento. 

"Com essa liberação, finalmente está definido o cronograma de julgamento da Ação Penal 470, embora com um dia de atraso", disse ele. 

As partes precisam ser comunicadas com 48 horas de antecedência para um processo ser julgado no plenário do STF. 

Se a entrega do voto do revisor fosse publicada ainda nesta terça-feira, o prazo terminaria na próxima sexta, último dia de trabalho antes do recesso do Judiciário. Isso possibilitaria o julgamento no dia 1º de agosto, quando a Corte retoma os trabalhos.

É patente a cólera do Divino Canalha contra a progressista São Paulo. Para alguns, a ira atingiu o seu ápice e não basta uma boçal carnificina para aniquilar a metropolitana aglomeração humana, ele quer mais, muito mais.
Pretende arrasá - la aos poucos, deseja ouvir seus lamentos, anseia escutar de seus habitantes o choro e o ranger de dentes. Portanto, na sua sapiência optou por lançar ao indigesto populacho uma PRAGA.
Uma terrível maldição. Que não seja rápida, mas doída, lenta, sofrida e inesquecível, sublinhando o seu poder de vida e de morte.
Sim, vociferou, “este povo miserável comerá o pão que o diabo amassou” e num gesto teatral e feroz garantiu que muito em breve, lançará aos incautos paulistanos uma praga, será o flagelo “HADDAD”, um verme abjeto que minará a vontade popular, que causará tamanho estrago que nunca mais a cidade será a mesma.
A sua ação será lenta, sofrida e tão duradoura quanto o seu ódio, ou seja, eterna.
Nós, pobres mortais, assistimos de camarote às urdiduras para que a sanha divinal ocorra sem problemas, pois tememos que contrariando os desígnios possamos atrair a sua atenção, e o pior, a sua nefasta má vontade.
Se tal ocorrer, sai debaixo, pois nem o CHAPOLIN COLORADO poderá nos salvar.
Resta lamentar, pobre cidade de São Paulo. E lembrar que nesta data, em 1968, foi assassinado pelos inocentes ideólogos do marxismo – leninismo e hoje aplaudidos heróis, o soldado do Exército Mario Kozel Filho.

 Turkey threatens military retaliation along Syria border, drawing defiance from Assad

Video: Turkey warned Tuesday that any Syrian military unit approaching its border will be treated as a direct threat, a serious escalation in tensions days after Syria shot a Turkish military plane.
The warning coincided with a strong condemnation of Syria by NATO, which weighed into the Syria crisis for the first time with a statement calling the attack on the plane “unacceptable” and stressing that the alliance stands with Turkey “in the spirit of strong solidarity.”

The Turkish threat, along with NATO’s unequivocal declaration of support, raised the risk of a confrontation along the 550-mile Turkish-Syrian border, which is already a focus of Syrian efforts to crush the15-month-old revolt against President Bashar al-Assad’s rule. Large swaths of the border region have fallen under rebel control and Syria routinely launches attacks in the area.

Prime Minister Recep Tayyip Erdogan said in a strongly worded speech to parliamentarians in Ankara that “any military element that approaches the Turkish border from Syria, posing a security risk or danger, will be regarded as a threat and treated as a military target.”

“This incident shows that Syria has become an open threat to Turkey and so we have come to a brand-new stage,” he said.

Hours after he spoke, Turkish media reported that tanks and other heavy military equipment had been dispatched to the Syrian border area from a base in southeastern Turkey.

Erdogan made it clear that Turkey plans no immediate military retaliation for the downing of the jet. But by changing its rules of engagement along the border, Ankara is putting Syria on notice that it can no longer operate there with impunity. The action could curb Syria’s capacity to hunt down rebels in the northern province of Idlib, regarded as one of their strongholds.

Smuggling routes between Turkey and Syria are used by the Free Syrian Army, based in a refugee camp in southern Turkey, to secure supplies of weaponry and money. The cross-border flow of rebels and refugees is one of the many sources of friction between Ankara and Damascus.

There have been several instances in recent months in which Syrian troops have fired into Turkey to target fleeing refugees or rebels, and Syrian helicopters have strayed into Turkish territory at least five times, Erdogan said.

Syrian President Bashar al-Assad countered the comments with a defiant speech in which he declared that Syria is “in a state of real war.”

“When we are in a war, all our policies . . . need to be directed at winning this war,” he told his cabinet, betraying no indication that Syria had been chastened by the tough international response to the downing of the jet on Friday.

Assad has always portrayed the rebellion against his rule as a conspiracy led by the United States and its allies, and his comments suggested the rising pressure has only affirmed his view.

Rebels welcomed Erdogan’s remarks, saying that a more aggressive Turkish posture will provide a significant boost.
